The Hong Kong government has proposed low sulfur regulations in Hong Kong waters. The legislation will be enforced starting 1 Juli 2015. The regulations will require Ocean Going Vessels (OGV) to burn low sulfur marine fuel while at berth. The sulfur content cannot exceed the 0.50% limit. The regulations takes affect one hour after arrival and ends one hour before departure.

A breach of this regulation could mean a maximum penalty of HKD $200,000 (US $25,700) and six months of prison, while vessels that does not keep proper records faces a HKD $50,000 ($6,400) and three months of prison.
