What is CII?

Carbon Intensity Indicator (CII) is a guideline adopted by the International Maritime Organization’s Marine Environment Protection Committee (MEPC 78) in June 2021 as part of it’s greenhouse gas (GHG) mandatory measures.

Their strategy focuses on reducing carbon intensity of international shipping 40% by 2030.

It is essential for you as an owner/operator to continuously monitor your vessel's performance, thus being able to make performance improvement and changes to secure a good CII rating. Furthermore, it will be beneficial for you to accurately monitor the CII performance in real time to avoid having to take drastic measures unexpectedly.

What is your CII Deadline?

The CII requirements will take effect from 2023.

Every year from 2023 owners are required annually to calculate and report the Carbon Intensity Indicator and rating (A-E) for each vessel. CII is defined as CO2 emissions per transport task (CO2/dwt x nautical mile).

It is calculated based on a vessel’s mandatory annual fuel report to the IMO.

An enhanced SEEMP (Ship Energy Efficiency Management Plan) with an implementation plan for achieving the required CII needs to be approved and kept on board. The SEEMP will be subject to company audits, although the guidelines for the audit are still to be developed.

The CII is based directly on the fuel consumption, which is influenced by how a specific ship is operated in combination with its technical efficiency and fuel. Its value will be affected by the type of fuel used, the efficiency of the vessel and operational parameters such as vessel speed, cargo transported, weather conditions and the general condition of the vessel (e.g. biofouling).

An owner can control the CII by optimizing operations and ensuring vessels are in a good condition. Charterers will have a major influence over the CII of the ships they charter, by selecting the speed. It will be beneficial for owners/operators to continuously monitor the CII performance of the vessel to avoid having to take drastic measures unexpectedly.

CII rating

With the introduction of CII, vessels will be rated from A (best) to E (worst). This rating can have a direct effect on the vessel’s commercial value, in terms of fuel efficiency, charter value, insurance cost, port fees, and depreciation.

Each ship needs a rating of C or better. Vessels that achieve a D rating for three consecutive years or an E rating in a single year need to develop an approved corrective action plan as part of the SEEMP. Otherwise, they risk becoming unattractive to the charter market or unable to trade internationally.

Torque

The CII value will be affected by the type of fuel used, the efficiency of the vessel and operational parameters such as vessel speed.

Therefore, it can be highly beneficial for you to measure the torque. As you know most of the machinery on board of your vessel generates propulsion making it possible for your ship to move from A to B. To measure the efficiency of this process you can measuring the torque generated by the engine and propeller.

Combining this measurement with the fuel consumption will tell you how efficient the fuel is converted into propulsion.

Fuel Consumption System

As mentioned earlier, the CII is based directly on the fuel consumption. Thus, having a reliable Fuel Consumption System is essential, when you collect and log data from the flow meter(s) on board of your vessel.
