The CEO of Hong Lam Marine, Lim Teck Cheng, says that many smaller suppliers in Singapore will have a hard time complying with the introduction of mandatory Mass Flow Meters (MFM) by 2017. The reason for introducing MFM are to provide more exact measuring of bunker as well as prevent bunker fraud.
Lim Teck Cheng expects that around 10 percent of the suppliers will not be able to make the transition.
